Use of Bi-Temporal ALS Point Clouds for Tree Removal Detection on Private Property in Racibórz, Poland

Trees growing on private property have become an essential part of urban green policies. In many places, restrictions are imposed tree removal property. However, monitoring compliance these regulations appears difficult due to a lack reference data and public administration capacity. We assessed the impact temporary suspension mandatory permits removal, which was in force 2017 Poland, change cover (UTC) case municipality Racibórz. The bi-temporal airborne laser scanning (ALS) point clouds (2011 2017) administrative records were used for analyzing changes UTC period 2011–2017. results show increased at time when permit suspended. Moreover, it appeared that most trees properties removed without obtaining permission obligatory. method based LiDAR we proposed allows areas, including properties.
